Been doing some research into the legality of changing right of way on Nothe Gardens for ticketed olympic viewing area.

"Question of the legality of closing a Right of Way – Five respondentschallenged the legality of closing a pathway they believe to be a public Right ofWay.“The Nothe should remain as a free and open area as a point ofprinciple. I have had unimpeded access for over 30 years giving defacto right of way, by imposing this closure on us for YOUR Olympics, you set the precedent preventing future right of way.”
